The ‘Jeevan - Portal’ is envisioned as the ‘Informative, interactive, integrated and trusted service delivery channel for all the Government to Business (G2B) & Government to Citizens (G2C) Services of the State and its constituent departments’. The portal is aimed to be the primary point of contact for all the Government services to be made easily accessible from any where in the State, Country and World.

The Government of National Capital Territory of Delhi (GNCTD), local bodies and autonomous bodies/agencies provide a large number of services to citizens. The Government is responsible for providing various kinds of services to citizens and intends to enhance the ability of the citizens to interact with the Government on a regular basis with speed, convenience, transparency, certainty and accountability. To facilitate such interaction, the GNCTD intends to provide all services through a 'One-Stop-Shop' concept with 'Any-Time-Any-Where' facility. The initiative would include the following two components.

Part 1: Design of a 'One-Stop-Shop' Portal for the GNCTD

Part 2: Development of Citizen Service Centers.

The Jeevan initiative, would involve the creation of over 500 citizen service centers/kiosks throughout Delhi, in a phased manner, networked together with a well-developed transaction oriented website (henceforth to be referred as the 'Portal'). In the existing scenario the citizen has to interact with different departments for various services offerings and service completion, which results in delay in availing the services and increases the number of visits to the departments. The focus of Jeevan is a citizen centric model redefining the service delivery mechanism and creating a unified interface for all services. The initiatives are related to service provisioning, be it portal services, network services or delivery channel Services. It has been decided that the GNCTD intends to implement the project on Public-Private-Partnership (PPP) with BOOT model.
